I have discussed briefly with Mr Laird the need to brief Sir Murray MacLehose on staffing problems in Hong Kong. I have said it would be much better if this could be done when you have had time to make the contribution which you are no doubt in a position to make after your recent 3 months work in Hong Kong.
2. Could you be good enough to bear this in mind please? I would hope sometime in late September to be in a position to put a brief paper, say not more than 3 sides of foolscap, to Sir Murray setting out

ways in which the FCO might be able to help;
any overall suggestions which we may wish to commend to him for consideration.
