You will wish to see the attached copy of a letter from Mr MacLehose to Sir D Trench. I have not received a copy of the Governor's letter of 6 February.

Since the beginning of the year we have been sending Mr MacLehose reading material on Hong Kong, part obtained from the Hong Kong Government Office and part from our own Library. We have been making a note over the months of the questions we

think should be raised with Mr MacLehose during his briefing. I need not go into details now but I should perhaps obtain con- firmation that you agree that it will be sufficient if we prepare the briefs in summary form only, making them as short as possible. We shall have to consider how the briefing is arranged. Perhaps

the best thing to do would be to ask Mr MacLehose to call at the Office early in May, before he goes to Scotland, for a general dis- cussion on the form of his briefing. We would have to take into account that Sir D Trench would be here on leave during June and I think we shall have to accept that what Sir D Trench tells Mr MacLehose will not always be the same as what we ourselves would wish to say to him.

3. If it is agreed that we should aim at a preliminary meeting with Mr MacLehose early in May I shall prepare a draft letter for him, which should perhaps go from Sir L Monson.
