I discussed with Sir L. Monson and Mr. Wilford last Friday minute by the PUS to the Chancellor of the Duchy of Lancaster about British representation in Hong Kong. The question of guidance to the BTC came up and I undertook to find out whether Mr. Blackwell did in fact receive copies of all guidance material relevant to his work in Hong Kong. Would you please consult the Guidance and Information Policy Department about this (I think Mr. Fraser is the man to go to).
