British Government Representative in Hong Kong

I discussed with Sir L. Monson and Mr. Wilford the minute the PUS sent to the Chancellor of the Duchy of Lancaster of 8 October about British Government représen- tation in Hong Kong. A copy of that minute went to Mr. Wright.

Sir L. Monson asked me to consult you about this. His own view is that the Trade Commissioner ought to have a role in briefing the Governor on our wider economic considerations but that the opportunity for him to do this will have to wait on a change of Governorship, and even then will require delicate handling to bring to effect. There is also the consideration that Mr. Blackwell has only been in Hong Kong since August 1969 and would normally do two tours of two years each. He is 56.
3. As you may know, the Hong Kong Government resent what they regard as interference by Whitehall in Hong Kong's internal affairs, and this attitude makes the job of the BTC very difficult, but personalities undoubtedly come into the matter. As far as I am aware, the DTI are quite happy with the work of the Trade Commission.
