2. In this connection your telegram number 648 paragraph 2 mentions only Executive Council but Mr. Royle will be seeing all unofficial members together. We could however either arrange for him to see Executive Council members alone first or I could inform Legislative Council members also. The latter would be preferable on the whole but would involve some increased danger of leakage.
