1. You asked me last week if I could let you have some information about the old Colonial Office "beachcomber" scheme. I am sorry to have been so long in replying, the papers proved to be surprisingly elusive.

2. We had occasion to look at this ourselves in connection with a suggestion that administrative officers in the Western Pacific territories might be seconded here for a period. Bernard Rolfe has since been in touch with Miss Emery about this.

3. I enclose a note on the beachcomber scheme prepared at that time together with a copy of a minute explaining the background. I hope this will be of assistance to you.
