Problemi) could perhaps be overcome by seconding the Hong Kong people to Home Civil Service depts (we dismally have an inalalance over secondments to the Home Civil Service, since we can rarely find enough people to compensate for all the attachés etc. that are Seconded to us). But Problem i) looks very intractable. I do not believe we have delegated authority to inter mch an expenditive, and would need to seek specific unteurization from the C.S.D. Jam not convinced that the envisaged benefits to the Diplomatic Service would be sufficient to persuade the C.S.D. that we had a case: I fear the scheme is a non-starter.
