The Hong Kong Government have, of course, powers
to refuse visas to foreigners and these powers are now
being used. I was told during my visit that there was
a group in Hong Kong referred to as "the dissident
Europeans" who were stirring up trouble. No doubt

these people are being stupid and not fully aware of

all the factors involved in the questions on which they
air their views. This action of the Government is,
however, another example of the extreme sensitivity
locally to criticism of any kind.
