We have recently seen several press articles (South China Morning Post of 24 and 25 September) and a letter from Professor R. Lord, published in the London 'Times' of 29 September, about the refusal of the Hong Kong authorities to renew the visas of certain foreign teachers and students at the Universities in Hong Kong.

This is a subject on which questions may be asked here (inside and/or outside Parliament) and we should accordingly be grateful if you would let us have the facts of the matter. We realise, of course, that it is normal policy not to disclose the reasons for such decisions and we would not propose to do so unless there were special consi- derations, in which case we would naturally consult you. But it would be helpful to us to have the factual background information.
