Background

2.

Lars ELLSTROM came to Hong Kong in September, 1969, to study

Chinese at the Chinese Language Centre, New Asia College of the Chinese

University of Hong Kong and to carry out research for a doctorate thesis

on Modern Chinese Literature. He entered the Colony under a 'Residence

Visa' issued by the Immigration Department of the Hong Kong Government which

was valid for six months and renewable for periods of no more than six

months. His course of study was scheduled to continue until September, 1971.

Activities in Hong Kong

3.

ELLSTROM first came to security notice as a participant in a forum

organised on 2nd February, 1970, by the Current Affairs Committee of the

Hong Kong University Students' Union where he gave a lengthy talk on the

student movement in Sweden, comparing the freedom students had in his

country with the restrictions imposed on them in Hong Kong. He encouraged

Hong Kong students to seek reforms and to criticise Government whenever

Government was thought to be wrong. He also made a bitter attack on

American involvement in Vietnam. The following month he criticised the

magazine of the Hong Kong University Students' Union for toning down his

comments on the student movement in Hong Kong.
