Refusal of renewal of visas to students

At his final meeting with the Governor at G.H. yesterday Mr. Royle said that he would like to have further information on the above subject in preparation for his discussion with Mr. James Johnson, M. P. and for any Parliamentary Questions which may come.

I enclose a copy of a paper prepared by the Director of Special Branch which includes information about the Swede, Ellstrom. D.S.B. has said that this material may be used without prejudicing any of his

sources.

We will keep you in touch with any further developments. In particular we will be considering whether there is anything more we can usefully put to you in connection with possible P.Q.'s.
