In your letter HKK 22/11 of 5 October you asked Sir Hugh Norman-Walker for some factual background information on the above subject. We have also heard from the Embassy at Washington (Boyd's letter 4/58 of 2 October to Christopher Howells).

The Governor discussed the subject with Mr. Royle during his visit, 9 to 13 October. We undertook to send him certain material prepared by Special Branch which I sent in my letter of 14 October to Michael Wilford. In that letter I said I would let you have anything more we could usefully say in connection with possible P.Q.'s.

The factual background is as follows:-

Extensions have recently been refused to the following Americans :

W.B. Hoffman (aged 22),

M.R. Meisner (26),

P.M. Grace (24),

D.M. Seekins (25),

M. Morfit (24);

school teacher,

B.R. MacDonald (27); Roman Catholic priest.

An extension has also been refused to a Swede, L.E.E. Ellstrom (28). Two Germans, K. Schleusener (31) and J. Kuchler (30), and an American, H.D. McCormick (23), have left the Colony and will not be allowed to return.

Hoffman was convicted for trafficking in and possession of dangerous drugs. Schleusener, Meisner, Seekins and Kuchler were convicted of obstruction caused by a demonstration.

The

Meisner and Ellstrom appealed unsuccessfully. decision not to renew their visas was confirmed by Executive Council.
