Mr. Rippon's Visit to Hong Kong
I have discussed Sir L. Monson's minute of 4 August with Mr. Gaminara and Mr. Kinnear.
2. The background note prepared for the Secretary of State at the time of the General Election has been brought up to date and will be submitted in due course when the other briefs are ready.
3. Notes on questions likely to be raised at press conferences are being prepared (based on the notes prepared for Mr. Michael Stewart before his visit to Hong Kong last April).
4. Apart from this,we think it necessary to provide briefs on only the following three topics:-
(a) Visa questions with particular
reference to the attitude of the Japanese and the West Germans (this is in hand).
(b) Air traffic rights at Hong Kong for
K.L.M. and the United Arab Airways (this will include a defensive para- graph about Kai-Tak and the request of the Hong Kong Government for a loan)
(c) The Board of Trade paper about the
Implications for Hong Kong of our accessign to the European Communities the version of this has not yet been circulated).
