that this is not merely a balance of payments

problem, but also for you a social and human

problem. This is one of the reasons why I

was so anxious to come here and see it for

myself.

4. Now you know, and neither we nor the

previous Government have ever hidthe fact

from you or from cur own public, that we

accept the Common Agricultural Policy as part

of the existing fabric of the European Com-

munities which we are aspiring to join. We

did not create the Common Agricultural Policy

we would not have created it in its present

form but we must accept it if we want to

join. The Common Agricultural Folicy reflects

the interests of the farming populations of
