Speeches for Australia, New Zealand and Hong Kong

I attach drafts of speeches, prepared by Mr. Adams, for

the two occasions in Australia and New Zealand, and speaking notes

for Hong Kong. They are cleared, respectively, with SWPD and

Hong Kong Department, but have not yet been cleared wi th

other Whitehall Departments which might have an interest

not have their comments until Monday. But I think Mr. Kippon

will wish to look at the drafts at this stage to decide whether

they are at all the sort of thing that he would wish to say.
