Mr. Rippon's Visit to Hong Kong

I fully agree with the view expressed by

Mr. Bottomley in paragraph 2 of his minute to you of

1 October about the appointment of a British Government Representative in Hong Kong.

2. Our object surely is to do everything we can to

remove the suspicions in Hong Kong about the motives of

HMG. Any suggestion that we should have a British Government Representative in Hong Kong would, I am sure, be deeply resented, both by the Governor himself and

also by the Official and Unofficial Members of the

Executive and Legislative Councils. Apart from this it would be extremely difficult to work out precisely

what his functions would be.
