Control of Traffic Rights

The exchange of traffic rights is of course a matter covered

by international air services agreements and the latter are

negotiated by us in the exorcise of our responsibility for

external affairs. We consult you about all such negotiations

affecting your interests and take as much account of your interests

as we can.

The benefits Britain derives from the exchange of these rights

should, I consider, be looked at against the benefits you derive

from your connection with us.
