QUESTION 5 in the list attached to Mr. Watt's letter to
you of 4 April - will the proposals for the establishment of
three kinds of local authority lead eventually to elections to
the Legislative Council is not understood. As far as we are
aware the Hong Kong Government are not, at any rate at present,
considering proposals for the establishment of "three kinds of
local authority". It is difficult to see the connection
between proposals for the establishment of kinds of local
authority and elections to Legislative Council.
