SECRETARY OF STATE'S VISIT TO HONG KONG

AND JAPAN

The Secretary of State will leave London by scheduled flight No. BA 918 at 11.30 a.m. on Thursday 16 April for Hong Kong, arriving in Hong Kong at 2.25 p.m. (local time) on Friday 17 April. At 4.45 p.m. on Sunday, 19 April he will fly by scheduled flight No. BA 910 to Japan, arriving in Tokyo at 8.10 p.m. On Tuesday afternoon he will travel by train from Tokyo to Osaka returning to Tokyo on Thursday morning. Mr. Stewart will leave Tokyo for London at 10.15 p.m. on Thursday, 23 April, arriving at London airport at 6.30 a.m. on Friday 24 April. I shall be accompanying the Secretary of State on this journey.

2. The Secretary of State will remain in charge of the Office while he is in Hong Kong and Japan, but the day to day work will be supervised by the Chancellor of the Duchy of Lancaster.

Communications

The Secretary of State should only be consulted on urgent matters and communications to him should be despatched only after consultation with Sir E. Peck or the Assistant Private Secretary. While the Secretary of State will wish to be kept informed of all matters of importance, no telegrams should be repeated to him for information without consulting the Assistant Private Secretary.

Telegrams

A 24 hour service will be maintained at Hong Kong from the Secretary of State's arrival on Friday, 17 April until the afternoon of Sunday, 19 April when the Private Office moves to Tokyo. Thereafter Tokyo will operate a 24 hour service until the Secretary of State leaves on Thursday, 23 April. While Mr. Stewart is in Osaka, telegrams should be sent to Tokyo where arrangements will be made for necessary telegrams to reach him. telegrams should be sent direct to Osaka.

6. Bag Services HONG KONG: No confidential bag arrives in Hong Kong from the F.C.O. during the visit; there is, however, one confidential bag closing at Hong Kong on Saturday, 18 April, arriving in the F.C.O. on Monday, 20 April.
