Questions of international Significance likely to be put to the S. of S. during his visit to

Hong Kong.

The Common Market. Is Britain serious in her desire to enter the E.E.C. Will she be successful in her application. If so how will Hong Kong be affected.

2. Relations with China. That action is being taken to obtain the release of

British subjects imprisoned in China. Will the S. of S. advise the Governor to release certain communists imprisoned in Hong Kong as a quid pro quo. To what extent do last year's improved trade figures with China indicate improved political relations. Is H.M.G. now displaying a softer policy towards China.

3. East of Suez policy. Does British military withdrawal East of Suez imply

a likely early withdrawal of British troops from Hong Kong.

The Nixon doctrine. In view of the proposed U.S. military withdrawal from the Region has Hong Kong cause for concern.

Laos.

Questions will depend on how the situation has developed between now and the S. of S's visit.

Air services agreement between U.K. and U.S.S.R. I am not aware of the details, but understand that they may have been made public by mid-April. There are telegrams on the subject.
