SEATO

The Secretary-General, Lieutenant General Jesus Vargas,

will be visiting London as a guest of HMG from Monday, 16 November to Thursday, 19 November. He will be calling on

the Secretary of State at 3 p.m. on Tuesday, 17 November and on the Prime Minister at 3.30 p.m. on Wednesday, 18 November. GHF are preparing a programme which it is hoped will also

include a call on the Minister of Defence. Mr. Royle has

agreed to act as host for the visit generally.

Cambodia

7. Mr. V. Chann Sokhum, Minister of Education now in Paris

attending a UNESCO Conference, may come to London for a few

days early in November. No dates have been settled but if he

comes we shall extend the usual courtesies and probably make

some gesture of hospitality.

Vietnam

8.

The visit by the Deputy Prime Minister and Minister of Education, Dr. Vien, and a party of educationalists, proposed

for the first week of November has now been cancelled at

Vietnamese request.

The Philippines

It has been agreed that we should take no initiative to
