At the meeting in his room on 10 July Mr. Royle asked that a

letter be drafted to go to the Governor from the Secretary of State.

The letter would cover in particular

(a) policy on primary education;

an acceleration of the housing programme;

(c)

the appointment of an Ombudsman;

(a) Mr. Royle's visit to Hong Kong.

It was agreed at the meeting

(a) that, since the Hong Kong Government were already in a

position to announce the introduction of free primary

education, the Governor should be asked to have an

announcement to this effect made as soon as possible and

that he should also be asked to consider the early

announcement of compulsory primary education;

that the Governor should be asked to consider ways of

accelerating the present housing programme for squatters;

that an Ombudsman should be appointed as soon as the necessary arrangements could be made, and

(a) that Mr. Royle should visit Hong Kong in October

immediately before the Governor went on leave.

Following the general lines of the discussion on 10 July,

I have referred in the draft to the most important points of conflict

between the UK and Hong Kong that have come up in recent years.

5. Local government arrangements are being dealt with separately.

6. My own visit to Hong Kong, proposed for the first fortnight in September, can be dealt with separately by telegram after the letter to the Governor has been despatched.
