much trouble with the French over the contract for the Plover Cove Reservoir (he mentioned an enormous claim from the French much of which the Hong Kong Government had had to meet) and he suggested that the Japanese were not loth to adopt similar tactics. As a result of their experience with the French the Hong Kong Government have, he said, tightened up the claims procedures in contract documents. All this is fairly encouraging as far as we are concerned, but it remains to be seen whether British firms will be able to land the important contracts expected to be put out to tender over the next few years.
