The Further Study recommends: -
a) An Initial System of 12.6 miles with 20 stations
at a cost of £134.7 million
b) A Preferred System of 32.7 miles at a cost of
£302.4 million.
Under the Initial System (which comprises the
first 4 stages of the Preferred System
System), the project
would be completed in 7 years from inception as against
15 years for the Preferred System.

As the standard of living in the Colony rises
and the inhabitants become more prosperous, more people
will travel and trip lengths will increase. People
who previously made few journeys, many of which were
on foot, will begin to use public transport. Both
the use of transport and vehicle registration are
increasing at a faster rate than the population and
whereas in Britain there are 47.9 vehicles per mile
of road, in Hong Kong the figure is 136.9. The con-
struction of an underground railway beneath the harbour
connecting Hong Kong Island with the mainland, with
the lines fanning out on each side of the harbour, would
relieve the congestion on the road system.
6. The problem of finance will arise if the Hong Kon
Government decide to adopt the proposed underground
railway project. In the case of the previous major
construction project, the Cross-Harbour Road Tunnel,
