Hong Kong Underground Railway.

I have drafted a paper on the proposal for the underground

railway as you instructed. Draft is attached.

Since drafting the paper, we have received a copy of the

Further Studies, Vol. I, prepared by Freeman Fox and Partners

in August 1970 together with a copy of Paper TAC /70 produced by the Director of Public Works and the Commissioner of Transport.

These are on loan from DTI who want the Report back as soon as

possible as it is their only copy. The paper by PWD/Comr. of Tpt. is for our private information as it was obtained very privately

by DTI.

The PWD/Comr. of Tpt. paper is a fair account of the project

and it emphasises the necessity for considerable direct

participation in financing construction, and of guaranteeing the security of finance raised, on the part of the Hong Kong

Government. It is a pity that the paper is so confidential since

it would be useful to send it to the Treasury.
