Since we had a word about this subject

the other day, I have been thinking over the possibility of an approach to the ODM at

Ministerial level. To qualify my thoughts

I attach a rough draft of what we might say if it were decided to follow this

course.

I am sending this to you in case it is

of help to you. Whether such an approach is a starter or not depends in the last resort on the money which Hong Kong is asking and the extent to which within our present resources we could be in a position to meet this request. You will see in my draft I

have not dealt with this vital factor at all.
