Stewart is planning to visit Hong Kong in the
second half of April.
If by then we have not
been able to respond favourably to Hong Kong's
request, he is bound to be faced with considerable
eriticism and questioning, both from the members
of the Legislative and Executive Council and from
the Press. I must therefore reserve his position
if you feel that a U.K. contribution to this
project cannot be found.
