Dear Marinear,

Before Mr King's recent stop-over in Hong Kong we had a quick word about Kai Tak airport and you kindly explained to me the history of the proposals for extension. On another occasion Theo Knowles and I emphasised that the ODM view was that it would not be appropriate to consider aid funds as a source of finance for these extensions.

I am writing now simply to confirm that view. On economic grounds there appears no case for development aid from this country and as Hong Kong appears to be extremely liquid and credit-worthy one would have thought she would have no difficulty in raising by local or inter- national loans on commercial terms the money she needs for further development.
