Passenger Terminal Building Development - Stage IV
Members will recall that at a meeting of the Board held on 11th July 1968, a paper entitled "Hong Kong Air Transport System - Current Planning" was tabled. With regard to Terminal Building development, this paper indicated that the Second Progress Report of the Terminal Building and Terminal Area Planning Committee had recommended various developments to meet the expected demand for passenger faci- lities up to 1976, the major item being a further extension of the building and the construction of an integral multi- storey car park. This proposal was then termed the "Master Plan" and is now known as Stage IV development.
Members strongly recommended at that time that Stage IV development of the Passenger Terminal Building be upgraded to Category "B" of the Public Works Programme at the August, 1968, review. The item was so upgraded, on the grounds that such action would make it possible to utilise, in the preparation of detailed sketch plans and estimates, the experience of the design team already working on Stage III.
It was however made clear that the timing of Category B work was intended to imply nothing as to the timing of implementation of the final proposals. An updated Terminal Building Development Programme circulated to Members in November, 1968, included a revised acceptable timing for Stage IV development scheduling completion for mid-1973, subject to finalisation of sketch plans by the end of February, 1969.
At the last meeting of the Board, in February, 1969, Members were informed that preliminary Stage IV sketch plans had been prepared and presented to the Terminal Building and Terminal Area Planning Committee, and to the IATA Terminals Consultative Committee, and accepted by those bodies with only minor amendment. Members further considered at that meeting a problem which had arisen with regard to the planning of the baggage handling system, and recommended that Stage IV should go forward for Category A on the understanding that the baggage handling system was subject to further investigation. Under these circumstances it was hoped that the submission could be made by May, 1969.
Unfortunately, it has not proved possible to progress this matter and provide a formal estimate of costs in time for submission to the May review as previously envisaged. However, 1/16" sketch plans have been prepared, and are presently under study by the Department. Additionally, a model of proposed Stage IV development has been constructed, and will be available at the Board's meeting on 12th May, 1969, in order that porgress to date can be explained, and Members may be given the opportunity to comment on the proposals so far.
Members may also wish to be aware that since the Board's last meeting, traffic figures for the year ended 31st March 1969, have become available, and it will be noted from the information provided in the appendices to this paper that the figures in respect of total passengers and the Standard Busy Rate adhere very closely to the Departmental forecasts (upon which all development planning has been based), stressing the need for expeditious progressing of Stage IV Terminal Building development proposals.
