You will recall that I wrote to you on 6 April about Hong Kong's proposal to consolidate her Merchant Shipping Laws. Unfortunately there had already been a long delay in this office in the handling of Hong Kong's Despatch, which was dated 21 January! Hong Kong are getting a little anxious over the absence of any substantive reply, and I should be grateful to know if there is anything I could pass on to Hong Kong as an interim measure.
