would be necessary to make the decision to proceed with Stage 2 in accordance with the programme to be described in the following Section, about 6 months after the decision to go ahead with Stage 1.
It is estimated that Berth 3 could be opened to shipping 3 years after the go-ahead to proceed with its construction. This also allows a 7-month preliminary period for design work, preparation of contract documents and for tendering procedure before the starting of actual construction. The marshalling area together with the part of the packing shed on the existing breakwater could be completed at the same time as the berth.
13.10 However, like Stage 1, the back-up area behind the existing breakwater could not be brought into use as early as the actual berth because of the need for a period for installing sand or paper drains and for consolidation. Surfacing and buildings in this area are estimated to take 10 months to complete after the end of the consolidation period. Thus, allowing 6 months for sand drains and a 1-year consolidation period, it is estimated that this back-up area with initial surfacing and buildings as shown on Drawing 17 could be ready 6 months after Berth 3 could be opened to shipping, making 34 years in all for this Stage.
13.11 These times allow for a slower rate of filling than for Stage 1 because of the requirement to take some of the fill from Tsing Yi and to dump it from barges at the Terminal site, which is likely to be slower than dumping direct from lorries. Also, as noted in para. 11.39 it would be necessary to dump material from Tsing Yi for the inner part of Stage 3 before completing Stage 2 reclamation.
13.12 Construction of the alternative lighter-berth seawall shown on Drawing 17 could be included in the Stage 2 scheme and its construction and the adjacent reclamation could be completed within the 3 years allowed for completion of Berth 3.
13.13 On the same basis as for Stage 2, it is estimated that 2 container cranes could be supplied and commissioned for Berth 3 within the 3 years allowed for its completion. It is also estimated that the straddle carriers and fork-lift trucks could be obtained within this time.
Stage 3
13.14 It is estimated that Berth 4 and the adjacent portion of Stage 3 shown on Drawing 17 could be opened to shipping 34 years after a decision to proceed with its construction. As for the other Stages this allows a 7-month preliminary period for design work, preparation of contract documents and for tendering procedure before the starting of actual construction.
13.15 Surfacing and buildings in the inner portion of Stage 3 are estimated to take 12 months to complete after the end of the consolidation period. Thus, allowing for sand or paper drains and a 1-year period of consolidation in this area, it is estimated that the initial surfacing and buildings there could be ready 6 months after Berth 4 could be opened to shipping, making 4 years in all for this Stage.
13.16 As for Stage 2, these times allow for a slower rate of filling because of the requirement to take fill from Tsing Yi. Stage 3 would also require a large quantity of fill for a single berth. Plant could be supplied for this berth on the same basis as for the other Stages within the estimated time for construction.
