The layout shown can be varied should container operations require it. e.g. The cellular type quaywall and working apron could be extended north-eastwards 150 ft. if it is necessary to cater for 950 ft. ships without additional marshalling area, or if the requirement is only for additional lighter berths then a suitable seawall could be built for this purpose in lieu of the quaywall and working apron proposed. The construction of a desalination plant alongside Tsing Chau would influence the choice of alternatives open.
The proposed layout for Stage 3 is considered appropriate to present methods of operation but as in the case of Stage 2 it can be varied in a number of ways to provide either longer berths, different quaywall alignments, more reclaimed area or more seawall for lighter berths as required when the time comes. The quaywall alignment and layout for Stage 3 shown on Drawing 17 is considered the most economical taking into account the factors and criteria that exist at present.
9.10 The proposal to construct the quaywall at an angle to the alignment of the first three berths was discussed with the Marine Department and the Container Committee who considered it acceptable. If necessary the design can be so arranged to permit the quay cranes operating at this fourth berth to move to the first berth despite the angle.

The programme of construction of this Stage would have to be such that the lighter berths in Stage 1 were reprovisioned, if still required, before full reclamation of the area was carried out.
