Brian Willott has shown me your letter of 16 October.

I am sorry that the Minister should have inferred that CCL had complained or even hinted that the Embassy had worked too hard on Oyama's behalf over the Hong Kong container berths. They were simply anxious that their own views and interests should also be represented to the Hong Kong Government and they have understood all along that the Embassy did no more than properly to pass on to Hong Kong what they had received.

I understand that OCL have now heard from their representa- tives in Japan about the conversation between Derick Ashe and Sir John Nicholson and that they will reassure them as to their own and our attitude to the matter.

I hope you will all be suitably mollified by this!

We must of course keep in touch with you on such develop- ments of interest to British shipping. I believe the Hong Kong problem is being looked after for the present, at least, by more land, though not as yet a second berth, being made available to OCL there.
