We spoke the other day about a telegram which I despatched on behalf of the Board of Trade, Shipping Policy Division, on 24 July. Earlier today I was told by Communications Department that this telegram notwithstanding its appearance in the circulation as FCO telegram No. 591 to Tokyo of 24 June has still not been sent out by the DWS It is in the queue with others marked immediate from 5 days ago. After being in touch again with Mr. Willott of the Board of Traue I have now had this telegram withdrawn. The Board will use other channels, which are not open to us.
