5. Although Oyama denied that his company had any particular links with the major Japanese shipping companies, it appears that NYK hold 5,000 of the Oyama shares and there may be further links between the two. From what we have been able to discover, the Oyama Shipping Company appears to be a pretty small fish in the Japanese shipping world. (See details enclosed). At the same time, however, Oyama himself seems to be well connected and it is clear from the inclusion of Ishizaka, Nishi and others on the board that he is able to enlist influential supporters.

6. He has since sent me the enclosed letter in support of his case. He also handed me at the time of his call on the Ambassador copies of some of the tender documents. I am not enclosing copies as I doubt whether they are of much interest to you but we can always send copies if you wish, and can, of course, neke further enquiries about Oyama and his company if you wish./7 It seems to us that it would be quite wrong for us even to attempt to intervene in this matter. I assume that you agree.
