Would you be so kind as to let your legal advisers have a look at it, and also try to form some kind of a preliminary view as to whether you see any political difficulties in it. It gives us more power to put out troublesome British subjects than we have at present, but we do not see why we should become a haven for Commonwealth dropouts.
