documents;

(c) the fees payable in respect of the issue or

renewal of documents issued by or on behalf of

the Director of Immigration or in respect of

visas or any other matter arising under this

Ordinance;

(d) generally for the better carrying out of the

purposes of this Ordinance.

(2) The Governor in Council may, with the concurrence of the Secretary of State, also make regulations for all or any of the following purposes

(a) enabling him to order the detention, where the

public interest so requires, of persons who are

liable to deportation but whose deportation is

impracticable;

(b) enabling him to declare that the deportation of

any person or any class or description of persons

is impracticable;

(c) establishing a tribunal the function of which

shall be to advise him whether or not the public

interest requires that a person whose deportation

is impracticable should be detained;

(d) providing for the powers and procedure of any

such tribunal;
