of an immigration officer
(a) the master of the ship or commander of the aircraft;
and
(b) the owner of the ship or aircraft and his agent,
shall be guilty of an offence and shall be liable on con-
viction to a fine of one hundred thousand dollars and to
imprisonment for three years unless he satisfies the court
that all practicable steps had been taken to prevent persons
from landing from the ship or aircraft in contravention of
subsection (1).
Liability of master of ship.
32.
If a person who arrives in Hong Kong in a ship
attempts to commit an offence under subsection (1) of section
31, the master of the ship shall be guilty of an offence and
shall be liable on conviction to a fine of one hundred
thousand dollars and to imprisonment for three years unless
he satisfies the court that he did not know or had no reason
to suspect that such person was attempting to commit that
offence.
Assisting illegal immigrants.
33. (1) Where a person has committed an offence under
subsection (1) of section 31, any other person who, knowing
or believing him to have committed that offence, does without
lawful authority or reasonable excuse any act with intent
to impede his apprehension or prosecution shall be guilty
of an offence and shall be liable on conviction to a fine
of five thousand dollars and to imprisonment for three years.
(2) No prosecution for an offence under subsection (1)
shall be instituted except by or with the consent of the
