Hong Kong: draft Immigration Bill
On making enquiries today, I find that Mr. Roberts left the attached draft bill with Sir James McPetrie when he called, describing it as a working draft.

Presumably Mr. Roberts expects us to examine and comment on it.
3. I do not consider however that we should be expected to examine the bill unless it is referred to us properly with a Legal Report showing what points are at issue and a comparative table showing the sources (Colonial Regulation 149 refers).
4. ? now enter the bill on a suitable file and tactfully | indicate to Mr. Roberts when he calls what the proper drill is if the Hong Kong Government wants F.C.Ö. comments at this stage.
