HOUSING

An extract from the Secretary of State's letter to the Governor of 3 August is attached, together with an extract from the Governor's reply of 17 September (Annex A).

Points to be made

Hong Kong resettlement estates have deservedly attracted worldwide attention. Also the Housing Authority Estates. (Paras 1 3 of the Governor's letter)

Fully understand there are difficult problems to be

overcome. Most interested to note that it is policy of

the Government to switch emphasis from resettlement to low- cost housing. What are the Government's priorities between squatters and those living in sub-standard conditions in city tenements (including some of the earlier resettlement estates) ? Is there any desire on the part of those on resettlement estates to move to better accommodation, either Government financed or private ? Is there any movement of people from squatter areas into resettlement estates to take the place of people moving on to better accommodation ? not, could such movement be encouraged in any way? 4 10 of the Governor's letter)
