At my final talk with Sir David Trench before he
returned to Hong Kong he reminded me that the suggestion to
submit an interim report from the Housing Board was made by
himself without his advisers present at a meeting with
Mr. Royle, accompanied by Mr. Wilford and myself. He had
not realised that Mr. Royle attached any particular weight
to this suggestion and indeed could not be sure that he had
passed it on to the Secretariat.
