to live on new estates; but without a nearby source of labour,

industrialists will not set up new factories.

The Squatters

6.

Has the time come for those living in areas (particularly in the New Territories) nct immediately required for re-

development, to be resettled? There are arguments on both sides.

There is undoubtedly heavy pressure on the building industry,

with, in particular, a shortage of skilled labour. Many new

hotels are planned and the process of reclaiming land is going

on all the time.

Urban Renewal

7.

Plans provide for clearance and redevelopment to be staged

over a number of years so as to minimise the effect on existing

residents and to enable them to be rehoused, at least to some

degree, within the existing area. Nearly all post-war completed

buildings and some buildings now under construction will be

allowed to remain.

Urban District Council

8. As ex officio members of the Housing Authority, the members of the Urban Council seem to manage Housing Authority

estates admirably. On the other hand, the Councillors are

continually interfering in the work of the Resettlement Department, seeking special attention for individuals, and they make the task

of that Department much more difficult than it otherwise would

be.
