Minimum of four persons. No maximum. All persons to count as one for eligibility purposes, but children under 10 may be counted as half when considering allocations, depending on family circumstances and availability of accommodation. "Family" defined as husband, wife, children, parents, grandparents, unmarried brothers and sisters, of applicant or Spouse; other relatives if dependent on the applicant.

To qualify for Government Low Cost Housing, family income must be below $500 a month. For Housing Authority accommodation it should be between $400 and $900, although applicants with assessed incomes over $900 and up to $1,250 may be considered, but only for flats at the higher rentals, in both new and existing estates. Families with assessed incomes between $400 and $500 will be eligible for Government Low Cost Housing or Housing Authority accommodation, depending on family circumstances and availability of accommodation. /Family income known as "assessed income defined as the total of the main or permanent emoluments accruing from the earnings of the chief wage-earner, together with an appropriate proportion of his or her casual earnings (such as overtime, bonus, etc.) and of the earnings of other members of the household. proportion, for operational purposes, will be taken generally as a minimum of 50%, subject to consideration from time to time by the Management Committees/

Present living accommodation below 35 sq. ft. per person, with discretion exercisable with respect to poor living conditions where the space standard exceeds this.

Landlords and chief tenants not excluded, but any profit counted as part of income.

Chief Housing Manager authorised to exercise discretion in interpreting the rules of eligibility in non-routine cases which would otherwise fail, reporting back to the Management Committee.
