4.
Families of two or more persons should be considered for the smallest flats in the Government Low Cost Housing estates at Kwai Chung.

We consider that further inducements (or compulsion) will be required to secure movement from the central to the outlying areas.
We endorse changes in Resettlement priority categories recommended by the Resettlement Policy Select Committee of the Urban Council on the basis that, where appropriate, those concerned should be given the opportunity to opt for Government Low Cost Housing or Housing Authority accommodation.
We consider that further examination of the conversion of the Mark I and II Resettlement blocks will be required.
Construction of Kwai Shing II/III, Lai King and part of Lei Muk Shue Government Low Cost Housing Estates should be deferred meantime.
Provision should be made for the construction of 300,000 individual units of Resettlement accommodation and 290,000 units of Government Low Cost Housing between 1st April 1969 and 31st March 1975.
12. At least one site in the vicinity of large estates should be
reserved for cinema purposes and, in planning estates, provision should be made for the reservation of land for commercial development of entertainment and other facilities to cater for the needs of estate residents.

We intend to review the private sector and also the housing problems in the New Territories in our next report.
