III Crash Housing Programme for
Squatters

Hong Kong are already engaged in a massive programme of housing development involving Hong Kong $270 million in a three-year period from 1970, and new accommodation for 410,000 people. Note "X", overleaf at Flag M, which suggests that the building industry is already fully stretched.
3. Squatters are being gradually resettled subject to certain priorities laid down in the 1964 White Paper "Review of policies for squatter control, resettlement and Government low-cost bo", and subsequently revised on the recommendation of the Housing Board. These categories are:
Priority 1: Compassionate cases, including
certain victims of natural
disasters and persons recommended by the Director of Social Welfare (9,721)
Priority 2: Rent Advance Scheme for families
displaced from dangerous buildings (3,740).
Development clearances (23,646).
Priority 3:
Relief from overcrowding (22,406)
Priority 4:
Priority 5: Pavement dwellers, including
rear lane dwellers (946).
The figures, above, in brackets give the number of people resettled under each Head during 1969.

Chapter 3, pages 11 to 15, of the 1967-68 Departmental Report of the Commissioner for Re- settlement details the provisions made for squatter control, and chapter 4 deals with the promise of Clearances. The Squatter Control section of the Department tries to ensure that no new structures are erected in squatter areas, and this includes extensions to existing buildings, and encourages participation in the Rent Advance Scheme (page 14).
