the members of the Hong Kong Urban Council

plus one nominated unofficial and the

Commissioner for Housing.

It is financed

by Government loans at low interest rates

which,being retained by the authority,

constitute a form of revolving fund; some

degree of self-financing is, therefore,

possible and, as the surplus derived from

rental income increases, the Authority's own

resources will become progressively larger.

6. By the end of March 1969 the Authority

had housed 167,405 persons and when all the

Estates now being planned are completed the

Authority will have housed /218,595 people.

The Authority also manages Government-

built low-cost housing estates, of which

seven had been completed/ and three partially

completed at the end of 1969, providing

accommodation for 160,771 people. Another

five projects are under development and by

the time the balance 8 estates are

completed, about 430,000 people will be

housed in the 15 estates.

The Urban Council

7. The Urban Council is responsible for the

planned removal and resettlement of squatters

and is responsible for the administration

of the Government-built resettlement estates

in the urban area.

Through the Housing

Authority it has a stake in the provision of

low-cost housing.

8. The first cottage areas were established

in 1948 for squatters in central areas who

were offered sites in more outlying districts

which, it was then thought, would not be

required for other development in the
