Introduction of Elected Representatives into Government

We do not consider that the introduction of even a small

number of elected representatives into the Central Councils

of Government would be a possible development in Hong Kong's

circumstances. The limitations on political developments

are generally understood in Hong Kong and there is little

demand for a change.

Local Government

The Governor's proposals for a review of the functions

and status of the Urban Council are now awaited; but I am

not in a position to give any details at this stage.

Appointment of a Parliamentary Commissioner for Administration

(Ombudsman) in Hong Kong

It is the opinion of the Governor and his advisers that,

before any decision is reached on this matter, steps should

first be taken to strengthen the machinery which already

exists for enabling the people of Hong Kong to make known and

seek redress for their grievances. In accordance with this

policy, the Government of Hong Kong recently appointed an

Administrative Secretary to the Office of the Unofficial

Members of the Executive and Legislative Councils. This
