Hilton Cheong-Leen came to see me this afternoon,
and handed me the enclosed paper. The Hong Kong Civic
Association is in my opinion the most responsible of the
various political bodies in the Colony, and I was
particularly interested in their views expressed in
items 1: Urban Council scope, 2: Education, and
3:
Social Welfare. I would be grateful if you would
have a look at their idea for the reorganisation of the
Urban Council. So far as education is concerned,
Mr. Cheong-Leen was firmly of the opinion that a
compulsory education was a runner immediately, and he
did not seem to be concerned about the question of
enforcement. He felt the C.D.O's could keep an eye
on this, and that the vast majority of Chinese were
law-abiding in Hong Kong. He did not appear to be as
keen on the idea of free education. In Item 3, on
Social Welfare, it is stated that the Hong Kong Government
had said that a new public Assistance scheme was to be in
operation at the end of 1969. I think we ought to find out
if this has been delayed and if so the reasons for it.
