telegram that the Governor and his advisers
are experiencing considerable difficulties in
formulating proposals for reference to the
Executive Council.
9. In view of the prolonged and comprehensive
study which has been given to this whole
question in Hong Kong, it would, I think, be
inadvisable to take any action at this stage
on the proposals put forward by the Hong Kong
Civic Association. Those proposals have
almost certainly already been brought to the
notice of the Governor and I recommend that
we should now await the latter's considered
conclusions. At the same time, in view of
the delay which has already occurred in this
matter, we should lose no opportunity of
letting the Governor know that we hope there
will be no further delay in the formulation
of his recommendations.
The Minister will
no doubt wish to discuss the matter with the
Governor when he visits Hong Kong later this
year.
