RE-ORGANISATION OF LOCAL ADMINISTRATION:

HONG KONG

The Minister has asked for the Department's

comments on certain proposals for the re-organisation

of the Hong Kong Urban Council which were recently

handed to him by Mr Hilton Cheong-Leen, Secretary of

the Hong Kong Civic Association. These proposals

have been set out in Annex A to this submission and,

for the purposes of comparison with other proposals

dealt with in this submission, they have been set out

in the Annex under five convenient sub-heads:

(i)

Structure of Local Administration

(ii) Franchise

(iii) Composition

(iv) Functions

(v)

Financial Responsibility

2. In order to put the proposals in their proper

perspective, it is advisable to consider them against

the background of the very comprehensive and prolonged

investigation which has been carried out by the Hong

Kong Government since 1966 into the possibility of

re-organising local government in the Colony, and of

the differing views expressed on this subject in the

various reports which have been prepared, studied and

debated in the Colony.
